Farquharson Institute
of Public Affairs (FIPA) is totally and exclusively committed to
the progressive development of Jamaica and all its people. Towards
this end the organization works on its own and in concert with other
institutions in considering, and dealing with all matters affecting
the economic, social, agricultural, industrial or commercial interests
of the country. It has been doing this since 1917 when it was founded
as the Jamaica Imperial Association, operating in a British colonial
environment, subject to prevailing conditions, but always guided
by the primary objective of helping to improve conditions for all
the inhabitants of the island.
In tune with changing times and circumstances,
the Association developed new approaches, revised its methodology,
took on a new name in honour of its founder,
but remained firmly fixed on the principle of progress and prosperity
for Jamaicans in all fields of endeavour, both at home and abroad.
Today, the work of the Farquharson Institute
is as relevant in Jamaica as it ever was - some observers would
say more so. There is unquestionably an urgent need for identifying
our problems, applying studious analyses and providing practical
solutions; and if this is to be done successfully, it is necessary
to bring together men and women of independence; people burning
with inspiring ideas, equipped with the necessary skills and armed
with the will and the zeal to overcome fears and misgivings, and
to make a contribution without thought of immediate reward. Jamaica
is blessed with many progressive organizations serving special interests
and particular causes.
The Farquharson Institute endorses these efforts but clings to the
belief that the national malaise will continue and worsen if we
raise our voices and exert ourselves only when our own particular
turf is threatened or disturbed.
The Farquharson Institute recognizes that Jamaica
has the resources and resourcefulness to solve the problems confronting
the nation. But too many are silent and inactive, often because
they have no avenue of expression or because they feel no one will
listen. The Institute is aware that the requisite wisdom resides
not only among acknowledged intellectuals or those of wealth and
high standing in the community, but also among ordinary citizens
of all ages - the farmer, the urban bread-winner and even the unemployed.
Based on this concept, membership in the Institute
is open to men and women of all stations and creeds, the main criteria
being commitment, concern, capability, confidence and freedom from
any fetter that might interfere with the fearless presentation of
ideas.
The Institute does not aim at mass membership
but rather seeks to mobilize task forces, to draw upon the wisdom
and experience of those in agriculture, industry, commerce, social
development, law and order, etc; to distill and co-ordinate their
views and to present the resulting proposals with a strong voice.
